Just unlocked honor level 1, and have 40+ chests laying around, can I start earning keys again?

Does this mean I can start earning hextech keys, or at least fragments yet?

I remember long ago being able to log on and it'll say "your teammates have honored you for XYZ in your last X games, here take 2 key fragments" Will this be a thing again for me now? or is this only at honor lvl 2 and above?

Also, one thing that hasn't been mentioned I think? is that getting honored more is obviously one way to restore your honor, but GIVING honor is another way :) so even if your team is full of apes, it's worth giving it to whoever :)
