I'm curious as to whether or not typing "?" in chat is a bannable offense or considered toxic.
Per say every 3 or 5 minutes a player types "?" in a 30 minute game that's between 7-10 times. If an opponent is tilted by it, does the perpetrator deserve a ban/punishment?

No, its not bannable. I'm sure some people consider it to be toxic, but personally I would find that to be quite ridiculous.

No, unless you spam it every 10 seconds, but then it loses its viability / tilt-potential and people won't consider it tilting / toxic any more, but they will just mute you.
It's interesting though, when you outplay someone, and just send a single "?", and they come back, tilted, and try even more aggressively to kill you (so that they can send you a "?"), but in the process of being so careless get killed again, you send another "?", they tilt even more, etc... very interesting how people behave.
I can pretty much promise you that its not enforceable. It's a piece of punctuation. Not a slur. :P
If you're spamming it, it might contribute to a punishment for excessive negative behavior. I doubt it would happen on its own, however.

In the long term it'll be pretty much considered as toxic as "ez" or "easy". Not bannable but it might help forming a case against your behavior.
I don't think it's punishable if it's a single ? and associated with an event in game, like a death, a missed skill shot, etc...
If it's just ? over and over and over again over the period of the game that is just there to annoy players, I think it might get a chat restriction.
I find it funny that you can tilt your own team by spaming ping the death timer :p
