Unpunished players

I just wanna know if account selling is bannable thing,because i lost many ranked games because the person is clearly new on that account,you can see that he changed summoner flash from d to f,then he proceeds to go 0/13 litteraly not knowing how to move in this game and me ending up losing all my lp.This is not one game,this is every game.Games became coinflip enemies will have 3 guys litteraly now knowing how to move and you will have 3 of them,and now as a top lane main i cant impact the game as much as bot lane,and of course our bot lane are the guys who bought accounts and i end up losing,because i cant 1v5.And i have gotten 2 bans for toxicity while these players are ruining more games with their inting then me with flaming,plus they flamed more than me and they are going away unpunished because his duo q is a little kid who cries when somebody tells him that he should uninstall,and then they all report me because i was the only good in the team and that is butt hurting for them.No words for riot this season,plus the autofill system is something out of this world!
