As other posters have said, mistakes can happen, the system can be inconsistent, and it takes time for bans to be handed out. Hate speech is zero-tolerance and Riot cracks down on that more than anything else.
Report the player with the proper categories and move on, eventually that player will get punished.

I had a guy say "KYS" in a game and nothing else offensive, he got a 2 week ban about 2-3 days later.

Yeah, no.
It's rare to see chat restrictions for zero tolerance phrases, and 2-week bans do typically have at least two uses.
That doesn't mean that saying it once means you'll be fine, and certainly, a habit of that would more than likely net you a suspension or ban.
If they don't immediately punish for one use of it, my guess would be that there's some leniency built into the system. Use it twice, and more than likely it's looked at as intentionally doing so.
apparently arguing with a player without saying a single bad or negative word gets you a 14 day ban simply because of the volume of words in the chat.
why have a chat at all? get rid of it and let everyone communicate with pings.
