Can we report for having teammates building trash?

As the title says, can we report someone that builds something that is completely inadequate for the situation?

Last game I had a Varus building full lethality, ignoring the fact that our team lacked consistent damage.

"Well lethality Varus is pretty OP right now!" you might think, but you would be wrong because the opposing team had 2 tanks (Sion and Tahm), 1 fighter/bruiser (Camille) and an assassin (Zed).

Seeing this comp any half decent player would know that poking is a weak choice, let alone fully building for poke.

Yet he built Ghostblade as first item and even after being called out on that, he kept following the same meta cookie-cutter build and our team seriously lacked continuous damage.

Can we report people for that?

if he wants to build that and isnt trolling or intentionally feeding there is nothing to report them for

I don't think this report would be particularly effective. I'd also respectfully disagree that the player deserves even the consideration of a report.

League has item variance for a reason and, yes, there are often "optimal" builds for a certain situation. I don't think that means that players have to use those builds -- if building an off-build that still assists the team, even if in a less effective way, is a reportable offense, Riot would do better to do away with itemization completely and simply assign stats.

There are also two major problems with this. Firstly, who decides if a build is "right?" I could see, in the above scenario, building lethality to burst down the enemy mid and ADC before the tanks get a chance to contribute. It may not have WORKED, but that doesn't mean it's inherently wrong. What if you dislike his build and he dislikes yours?

Secondly, this opens up reporting for disagreement about in-game importance of decisions and objectives. If building the "wrong" build (that still contributes -- obviously Riven with 6 Tears of the Goddess is trolling, and that's reportable in my mind), is failing to do Dragon with your team reportable? What about ganking a lane that pinged retreat? What about taking the wrong runes, or the wrong Summoner Spell? What about playing a character your team doesn't want you to play? It puts us on a slippery slope to saying there is a "right" way and a "wrong" way to play the game, and I'd be very concerned about setting that precedent in any way.

I have to agree with most of the others here. Sure, you can report someone for it, but the report probably will be discarded by the system. There was a reason that Riot removed the "unskilled player" reporting category. Many of these sorts of reports are based predominantly on opinion.

....And I disagree, I think that building this as the ADC, without asking the team first AND into a bad comp is not ok.... ....then I think he should at least try to adapt... .....you might think, but you would be wrong because...

I took those quotes from your posts. And what they all have in common is that they are your opinion. Is your logic sound? In this situation, it appears to be. Does that mean it will always be? No. Even the best players in the world make mistakes in judgment from time to time. And the lower in skill a player gets, the more likely they are to think they know what is best in a situation. Is it fair to to other players to subject them to the opinions of someone who, by nature of the limitations of their skill, has the potential to be incorrect?

At the end of the day, it's not really any player's job to nitpick at another player and tell them step by step what they should or should not be doing in a game; be it build, playstyle, etc. Sure, you can give advice, or friendly suggestions, but you cannot control what they do, and if they choose to ignore it, then you have no right to try and force them to, or to threaten them with punishment for it. They have the right to build as they would like to, within the bounds of not trolling (i.e. tears on riven).

its defactu reportable i beleive they can report for lack of comunication and get you punished that way

Maybe in top tier ranked, but not below that since its supposed to be a learning process and meta is part of the learning.
