There is a severe lack of punishments

It happens way too often that I recall getting called subhuman, dog, r%%%%%, etc, but it feels like no one gets punished for this kind of behaviour. On average, I would say that i report once every 2 or 3 games a person for being unsportsmanlike when it comes to what they say in game, yet i have not seen a instant report feedback since season 8 (literally). I have made in total 8 tickets but I think no one got banned. Has riot's policy towards toxicity and negativity subtly change into an indifferent stance? If not why am I seeing no punishments
