Why does Riot not punish players?

The League community is getting terrible and it's ruining the fun of the game. Why doesn't Riot do anything about people that get reported? I've had several games where just one player ruins all of the fun and it's getting to the point where it's almost every game. It seems like Riot doesn't even look at our reports, because some of the things people say are actually hurtful and crude. I think I speak for plenty of players when I say that more players should be punished (at least a slap on the wrist) because people know that they won't get punished and will just say and do more hurtful stuff.

There's a balance between being too harsh and being too lenient.

The real issue, and probable cause for several people's frustration, is a lack of communication. Sure, the last guy to send a report triggering punishment gets a notification, but that doesn't do too much for everyone else who suffered.

People make mistakes and have bad games. It is pretty frustrating when someone blames another teammate, intentionally feeds, or starts cursing in game. But there's no way to know (on our end) that said player does the behavior on a continuous basis. It sucks, but it's fair. If they're a repeat offender, they get punished.

Because they're too busy working on how to make LCS bigger because $$$
