When chat restricted, in Solo Q, do you get matched with other people that have been chat restricted ?

No, Riot has clearly said this before.
It would be good to have some sort of special queue for toxic people. Not something that completely excludes them from the standard queue, but simply prioritizes putting them together.
Like some other games put cheaters or trolls in the same servers.
I know Riot won't do it, but one can dream I guess.
I want toxic players in my games. I want people to flame me when I play bad. I would rather have a toxic try hard than a soft kid that wants to play inting Sion top. And babyrages when somebody calls him a big nasty big boy 2019 word. Soft ass generation.
