Why does riot never ban trolls only people who flame and get spam reported

Im posting this because I just got a VERY OBVIOUS troll account in a recent ranked flex game, but also I have never once received a ban notice from reporting actual trolls just from flamers that we report when we are in a 3+ premade

<Removed by Moderation> here is the acct you can see it was power leveled to 30 and then immediately joins ranked games just to int. I understand wanting the community to be less toxic but its pretty retarded to see people get banned for just getting mad at someone in chat when shit like this goes unchecked. The acct is most likely being botted because it never buys items and just walks down lanes like beginner ai, or this guy is really dedicated to trolling

Simple answer I went into a while ago.

The int ban system isn't as directly trustworthy as a flaming system. #Flaming Flaming is easy to detect and is hard to dispute. If somebody calls an other person a stupid ni***r it is 100 percent a easy ban.

It is 100 percent logged and clear;
It is harder to dispute;
It is is still an offence and annoyance for many people.

#Inter system It seems simple at first, you ban people that are clearly inting you might get trolls that profit on that like tahm kench runners that just run/flash their adc into the enemy team. You either need to manually review the cases or have multiple cases open or have a very specific bot be triggered.

If they manually review all cases

They probably wouldn't send out instant feedback considering it wouldn't be the instant feedback system;
They would keep this a secret because people would report everything as inting to have a "human review".

If they mechanically reviewed cases.

They might hold back in feedback to reporters because these cases tend to be contested like the youmuus 14 day ban https://twitter.com/YoumuusYT/status/874808328173608960 ;
The system might not directly ban people based on one game because of set false postives.

it doesn't matter how many people report you or how often it happens
