paired up with team negative

There are sometimes i regret playing league because everyone is just putting each other down and it really takes away from the game, making extremely awful to play. I just got out of a game where everyone was calling me the worst because I was dealing with an immense amount of lag due to the passing snowstorm. However, after the game ended I was reporting the players who were being toxic when i realized that riot never bans players who ruin everyone's day, and how do I know this you may ask and to that i answer i was matched up with them again. I just want to enjoy league without being brought down so much, so I am asking for a little more initiative from Riot.
