This stupid system Riot has created.
I get flamed, while being autofilled jungle, and I respond back with "i really dont give a fuck what y'all say, play the game" i'm gonna jungle, y'all can all base like morons after killing 4 of the enemy teammates, instead of pressing our advantage
ANd I get chat banned, but THEY wont get chat banned, because I didnt go through an report THEM for flaming me with verbal abuse.

Yes, trying to act like a boss and being aggressive to try and get people to do what you want them to is not acceptable behavior in League.
Furthermore, if you didn't report them, it means you didn't think it was necessary to do so at the time. You can't just go back and say well phooey and claim they should be reported. Regardless, you can contact Riot Support who will investigate your report if they deem it valid.
Chat logs not provided nice. Can't really give an opinion without seeing the report card, brother.
But generally, you can't say anything that isn't positive or you are risking a chat ban at the very least. That's how it is. I don't think Riot are thinking about making their game any more adult-language friendly any time soon so. Just say positive stuff (even if you are saying it sarcastically, wink wink)
First off, you don't know for sure if they got a chat restriction or not, and you're certainly in no position to complain about their behavior when you chose not to report them and alert the IFS to their behavior and yet were also behaving poorly yourself. Second off, other people behaving poorly does not excuse your own poor behavior, and if you truly want to discuss your case then please post your entire unedited chat logs here in this thread.
Whats unfair about it? They reported you and you didnt report them? Thats what unfair is to you? You made a choice not to report them. The fact that you have the opportunity to report them, and that they would be judged based on their actions alone, just like you are judged on your actions alone, makes it fair. I dont get your logic :/
