Draft bans for incorrect champ select

I've been running in to situations where people have no intention of playing a support role when they have been selected for it, and refuse to discuss or change champs. Could there be a vote system for the active team members to vote out a summoner for inappropriate champ select in this scenario?

good luck with that, I put up http://boards.na.leagueoflegends.com/en/c/player-behavior-moderation/ELRdH3m3-really-need-a-vote-to-kick-in-low-elo and it just degenerated into trolls trying to back up trolls.
