The problem is not that trolls/intentional feeders do not get punished. The problem is that players call bad players trolls simply because they’re mad that they aren’t climbing. Another problem is that many trolls/intentional feeders do so in such a way that is indistinguishable from a bad player to a neutral and non-biased third party.
The true trolls and inters do get punished. It's just that there is no transparency / notification when they do get punished, making us feel like the system does nothing.
