Measures against very toxic behaviour?

So basically I was playing some normal game, I had seen a few Ashe support videos and wanted to try it out. I asked in champino select if the ADC could take something else than heal, something that would benefit them directly, so I could take heal, since Ashe has a high range and ignite/exhaust are harder to pull-out. Eventually they did keep heal so I picked barrier, since I don't really benefit from other spells.

In game, my ADC ended up giving first blood and "i didn't save him since i took barrier instead of ignite or exhaust". The ADC, mid and jungler were premade, and that event started something in the jungler, as they began to super-flame me. They flamed EVERY action I did, if it was bad, they would say I sucked, was useless or that it was "because I took barrier LOL". Even we I did good they'd find a was to turn it bad and blame it on me being bad, Ashe support being bad, my item choice being bad, barrier being bad... It became really nerve racking, they even said in all chat things like "please let us win this 4v5!!", implying I wasn't even part of the team, as if I was so useless I was AFK (note that by that time I had the most assist, I was taking down a lot of enemy wards, putting down mine, landing good ults, slowing, and getting vision with my E. when the game ended I did more damage than mid, top and (funny enough) the jungler)

I reported them, but I really think that's not gonna change anything... that person is still going to be flaming and making people feel like shit I was wondering if there was any measures taken against this kind of people, I don't go on the forums really much so I don't know if there are a lot of posts like mine and if they change anything at all, but at least I'll try

_(Assuming you played a new champ in ranked) Well, the bigger problem is you're a person who has no respect for others and tried a new champ in ranked. If that's the case, then, even if Riot disagrees, objectively, you deserved the flame. The objective, good decision here is to ban that guy for what he said, but permaban you for having no respect for your time as well as your teammates. _

If it was just a case of you being in a normal and you tried a new champ, here's what you can do: Nothing.

Just turn the other cheek and do nothing. The report system doesn't do anything and you'll get banned yourself if you say something.

Welcome to League, enjoy your stay until you eventually get banned yourself too.

I hate when people say oh i have more dmg than you so i do better. Once i was jungling and mid was toxic. We fall behind so i decided to split push and give my team gold. I took 4 dragons , stole baron. Destroyed like 7 turrets and at the end he had like 30k dmg and i had 17k and he was like : nice dmg vi , im tired of carrying people like u... Oh man he carried me for sure... So dont look at the damage , look at the game decision making... And... Barrier ... Srsly man , you could pick exhaust againts this akali.
