I'm sorry that you lost your account. However, if you have received a permanent ban, then you have also gone through a few other punishments, such as 2 sets of chat restrictions and a 14 day ban. These previous punishments were warnings to you that the behavior you're exhibiting in game is not acceptable. You should have taken these chances to change your behavior before you reached the permanent ban.
If you haven't received any other punishments prior to this, then you must have exhibited very extreme toxic behavior that Riot deemed worthy of escalating straight to a permanent ban.
Now, if you have truly reformed and will not be toxic again, that's great. You are welcome to continue playing on a new account. However, you will not receive your old account back. It's unfortunate, but sometimes a permanent ban is needed for someone to realize their behavior is unacceptable.
