proposed changes to /remake as well as surrender voting

*make it so first blood doesnt stop /remake *and also change it from isntead of a player never connecting until the 3 minute mark. make it so if a person afks for more than 3 minutes. as long as it's before surrendering becomes available at minute 20.. you can remake *make it so for both surrenders and remakes. premades count as a single vote. and for premade groups. a "team captain" is nominated to vote yes or no. that way premades and duos can no longer decide a surrender vote based on numbers one way or the other. limit the number of times a single player can INITIATE a surrender during a single game. that way people dont spam it every 3 minutes after 20. if a player is surrender locked. they can still vote however
