so i just recently got back into lol for the first time in a long time so i guess i'm not new but returning? anyway what exactly makes the lol community so toxic i know it is but is it just kids or do people really take a game seriously enough to risk getting banned from the game they claim to like so much?

What really makes it bad I think is the fact that even when Riot bans them, they just make new accounts. Some eventually do turn over a new leaf but for the most part its just the same players coming back.

Because the Meta is constantly changing and people are finding brand new op builds and such, because of this people start complaining as soon as those builds are popular, Think of ekko. On release people just played full ap, but after a bit tank ekko was becoming a thing and people absolutely hatted how broken it was and it's still proven to be broken today. Yasuo was a big one though and he's getting nerf next patch, tank yasuo was crazy because you were sticky and did massive dmg with huge health, because of this Riot had to change his ult to use crits only for armor pen (That's how tank yasuo did dmg against any top lane when he hit 6)

It's because the game is so frustrating, that's what causes people to be toxic.

Well, the entire game is 5v5, and the nature of the game is that a single underskilled, trolling, or AFK teammate will stack the odds overwhelmingly against you. I'm personally never toxic, but I sympathize that keeping the competitive spirit alive while also being so adversely affected by bad teammates can lead to flaring tempers.

By contrast, look at WoW. In a 10v10, 15v15, or larger battleground, a single bad player has much less impact on your winning chances (especially since killing them doesn't empower your enemies). Plus, when you take a break from competing, the game offers PvE and solo content to cool off with. Toxicity easily still happens, but that style of game does a lot less to encourage it.
