Wait Times For Summoners Rift

So I'm a pretty common player in the Summoners Rift map. I used to to team builder when that was a thing, but now I'm forced to do draft. I heard that the wait times were supposed to be less, but how does it seem that the wait times are better in draft when I'm waiting for an hour? I understand that the new draft is supposed to be putting a bit more freedom in a player's play style, but really? I am trying to do better as Olaf but I don't always get top, so instead I play mid with Anivia and neither are my strong suite. A counter argument is that maybe I'm getting better at both lanes, but the community makes me want to delete league itself. If I die a few times as Olaf, I get reported but isn't the point of this new draft to get better? If you keep the new layout fine, but really crack down on these people. That and the dodging is RIDICULOUS!!! I am stuck waiting for a match for about 5 minutes at a time which likely will get dodged because someone didn't get the champ they wanted, or they're against a counter. I've heard that the dodge time is 20 minutes, but that obviously isn't enough. You could make it longer... A LOT longer.
