Allow us to reset MMR and restart promos

**TITLE EDIT: ALLOW US TO RESET MMR AND RESTART PLACEMENTS ** Too many trolls in my placements on my new account and now my MMR is fucked and I more than likely wont get placed gold where I normally do. Multi plat almost diamond and I get trolls and toxics in my games that I legit cannot carry. And I do not want to climb from gold V to high plat again, much less silver where I feel like I'm going to be placed.
