Why does Korea not have a banning system but NA does?

Why do different states have different laws? Why do different country's have different laws?
What works in one area doesn't work in another. Korea has it's own way of dealing with a great many things. The US has it's own. Rules traditions and laws are all tailored off culture and that societies value system.
The US is filled with entitled vulgar egotistical idiots. Where as in Korea that behavior is frowned upon drastically harder in a societal format removing the need for riot to enforce it. In the US you won't be ostracized for being a asshole.......in Korea you will be.
So basically the answer is that it really isn't needed in Korea because toxicity is much less common because of societal values.
At least this would be my point of view on this.

I am a Army Vet I gladly served to protect our rights such as freedom of speech and am proud we have that kind of freedom. I was willing to die to protect our rights including the right to be a DICK. Doesn't mean i want people to be dicks in my games though.

Previously I thought it's just because of player base difference, something along the line of a country with nearly 0% crime rate needs no laws, whereas one with over 50% crime rates can't function without laws.
Maybe that's still part of it. I mean, over the course of years I've played several mmorpgs, and among hundreds and even thousands of players I've played with/against, none - not a single toxic player did I run into (heck I'd never seen the word toxic outside of skill description), despite there not being any rule regarding manner, nor feeling the need to have one. The moment I stepped into league, I had to admit I immediately felt the need of it, and ridiculously it was a co-op vs ai game at it.
You do realize that Riot is based in the US right?
You can get banned for toxicity in Korea. They have a different culture, so telling a 'your mother' joke is treated like hate speech here (from what I've heard 14 day ban first time, perm if you have any other offenses), since that is what gets reported as toxic over there.
Because you need to use personal info(SIN iirc) to play LOL in Korea, therefore they can actually restrict the age, while NA has a bunch of 8 year old when the age restriction is like 13 or 14.
