Do u get some kind of reward when u report ppl bcs someone told me he got riot singed from reporting like 1k+ ppl is it possible or nah?

A lie. Riot doesn't reward people for reporting. Otherwise you would get notifications of successful report more often.
Absolutely not. That's like saying cops have a quota for tickets.
I can imagine him getting riot singed as an honor reward with successful reports possibly counting towards that, but just mass reporting people won't get you anything.
