i know it is hard (usually) to tell if someone is doing it but there needs to be something done about it.
if you dont know what this is, it is when someone is toxic but doing it in a way that wont show up on Riot's radar. They do it so that they can make other people had tilt into saying things in chat then they report them.
Then you submit a support ticket to appeal the punishment and explain the situation. Do notw that retaliating to someone else be toxic is not necessarily the same as baiting for a ban.
I'm sorry if someone got underneath your skin and riled you up, that isn't very fun or very fair. Sometimes the best way to get through a game is to just mute everyone, so you don't have a chance to respond to negativity! Beyond that, I can only hope you can find something that brings you calm and helps you find your center of peace and tranquility while playing.

but in no way do they violate Riots code of conduct, they simply play on our feelings with passive agressive words, if they do not violate the terms of service, and the victim does, its their geniusness, they aren't abusing any systems, Ban baiters I know and have qued with are barely on borderline insult, they don't even say words that are considered bad by the ToS or Summoners code, although unethical, its not illegal.
You can just reverse troll them by role playing lux. Just use any of her disgustingly positive quotes, and then smiles. It’s never failed for me. They’re usually loss for words and can’t proceed further without being actually toxic.
