Does Anyone think a more Effective Anti-toxicity Banning method will Happen?

**TL:DR -- A response to the Title is all that's needed, just thought I'd post my main thoughts in case anyone was interested. **

Everyone at some point as experience toxicity whether it be from a teammate(s) or enemy(ies).

The current banning method consists of banning via account. This to some doesn't really matter considering that a Free to Play game can easily have another account made. Some people even make troll accounts just to have fun with. What's currently been considered but scrapped:

Harsher Banning System -- This method involved permabanning players sooner rather then later. While it "might" have a great impact, since a person can easily make another account, it negates what was supposed to stop the offenders, and instead could possibly hurt the semi-aggressive people of league.

Internet Protocol Banning System -- This method involves banning the IP address of the offender. At first, this sounds great because nobody from that address with that level of toxicity can make another account, but then what about if it was say, at a college dorm? A previous attempt at IP ban made Riot get a ton of complaints from a college that they couldn't play league. This meant that an IP banning system would ultimately fail and cause problems. With Virtual Private Networks being a thing, this method could also be circumvented to a degree.

So we've talked about what "has" been tried, but what about what we currently haven't employed?

Hardware ID Ban -- A "possible" fix but not without it's own problems. Whenever a game account is made on a new device, that device is tagged and the number is sent to the servers hosting the game. If a permaban is implemented onto that account, then that device will no longer be able to access the game. This might cause problems if people share a certain computer, or if it's a public area.

I'm sure there are other methods of banning, many of which I don't want to bore everyone on, but the main point is this:

_**There are still possibilities to attempt.**_

a "better" system than this will just mean to ban all the playes and let bots play on their own. And the PRO players so you people can have your fun watching OTHER people play :))))

IP Bans and Hardware Bans aren't usable, due to the large number of players who share computers, networks, or cyber cafe locations.

Tying accounts to credit cards won't work, as the game is 13+. Cell phone identification is possible, but disposable numbers are easy to get AND that unfairly locks out those who, for whatever reason, don't have a personal cell phone.

I'd certainly be curious to see other options.

It would happen.

I still think that if they had better visibility of the system and a better behavior education program it would help combat toxicity for a long way.

I think that such things would be better than the honors system.
