shield bans to protect people from hackers and ID thiefs are commonly undone but those aren't permabans. They are temporary and last only until the true owner of the account reclaims it through a support ticket.
I recall seeing some threads about people claiming their account got hacked and getting permabanned and those people ended up getting smited by the community or rioters through either the forums or the support ticket because the story they told made no sense. I have yet to see someone who hasn't made up a nonsensical story about their hacked account and not get caught in a lie by the forums.
I recall one scenario where a person claimed his account was hacked 4 months after a permaban and then claimed his trash folder had all of the Riot emails and he only discovered he got banned that day he posted, however, when the community started asking questions about the circumstances, he ended up creating a story with lots of holes like, somehow his trash folder with gmail held onto trash for 4 months when gmail empties it every 30 days and that Riot also had stated in a support ticket that there was no suspicious login behavior... and that his password was still intact as it was prior to his alleged permaban, which is quite suspicious as typically when people hack accounts, they change the password and try to sell it ASAP to get money from it, not just play on it for fun. The person stopped replying to forum questions once the forum pointed out off of the holes in his story which basically showed he lied about the whole situation.
