Player told me to "Get cancer". I told him he is a "R%%%%%, %%%, gay%%%%% W%%%did i get banned and he didnt?

If its okey to verbal abuse another player why did i get banned?

What he said was not zero tolerance and won't result in immediate punishment.

Two of those three words you used are not considered okay to use in pretty much any context. The third I don't really see used in-game unless it's for a negative implication (which I assume is the case with you). So first off, don't be homophobic.

The word "cancer" is often used to describe a champion/ability because they think it's overpowered.

In both cases, the system looks at the person's behavior on it's own. Not based on the behavior of someone else. Just because the system didn't detect the negative context of one does it mean you're free to be spout out slurs.

Finally, you can't be certain they didn't get any punishment for their behavior. The report message you sometimes get when someone is punished by your report is sporadic at best. You also wouldn't be able to check their match history to see if they got punished because they might have only received a chat restriction.

I was asking a few minutes ago if League of Legends still presented you with a message on the client letting you know that the person you reported was suspended.

I asked this because yesterday I was called the N-word multiple times from the start of the game, reported this person. Not sure what happened.

Whether the other player will get banned instantly will depend on the other person's behavioral history.

If they've been clean for alot of games, then there is a little bit of grace in the system.

It also depends on the report categories used to report you and the other player.

Because riot uses situations like this to get u banned. you reacted you get slapped.
