Human Review?

I was just wondering if anyone know if there is any review for instant feedback and punishment. I ask because, while I'm sure there are violations of the summoner's code in most (if not every) case where someone is punished, those violations are probably also present for every game period. The issue with an automated system combing through for summoner's code violations to verify/justify punishment is that it misses the part which needs the most supervision: biased/selective reporting. This is an issue for law enforcement too: in US constitutional law, there is a line of equal protection cases that hold that a facially neutral law can still be discriminatory, if it has a discriminatory effect or purpose. While I doubt the instant feedback system has a discriminatory purpose, it may have that effect. For example, I wonder how often toxic players get away with being toxic because people don't report as much after a win. Similarly, I wonder if certain roles are more likely to be reported (supports maybe have worse kill/death and it makes people report them? or people like to blame the jungler?). Maybe even play styles (aggressive vs. passive, meta vs. off-meta). Of course, being toxic is being toxic, but there is a human element to this: if I say "don't be dumb" one time in a game, I think we can all agree that isn't rising to a high level of toxicity, but technically, if my whole team reports me an a computer reviews the logs and sees that comment, will it be confirmed as justified? While I understand that the instant feedback system is supposed to be based on "community standards" and so having your teammates/opponents reporting seems to be based on community standards, isn't there a possibility that the mob mentality could discriminate? Does Riot do research into this? I'd love to learn more.

After reading the thread, it seems the "review" I might be looking for is just to send a support ticket and Riot might fix it if it really does seem that somebody is being targeted just because of their viewpoint or role; however, I still think there needs to be something more to catch sophisticated trolls. If somebody intentionally feeds and is toxic, Riot tells us to mute them and just play, but how can you "just play" when somebody is ruining your game, making it so the enemy is so strong you basically have to just tower farm for 20 minutes (of course, the troll would vote no to FF15). Is there no better solution to blaming/punishing people who are defending themselves as hard as those who are trolling? I know, "but your whole team won't report you if you're just defending yourself." This completely disregards duos and other biases ("mob mentality"). What if you make an off-meta pick and they start flaming you? Mute them? Then they all report and you get punished for not communicating (like a certain nunu player). The game basically becomes a popularity contest where you troll people and if people like you more, even if you're being truly toxic, you get away. On the other hand, if you're actually trying to be good, but get victimized by one or more of these true trolls trying to be toxic and have a negative reaction, you will be punished if you're a minority (viewpoint/personality/role/playstyle/etc).
