25-game chat restriction for "flaming" a toxic player, the toxic player doesn't get punished at all

So I played a game and this Vi did not stop flaming from the first minute of the game. I went back and forth with her a bit, but I didn't flame that much. I said "r%%%%%" twice and a "moron" once. That's it. But the rest were not even insults, I was just discussing with her before I eventually muted her. Her on the other hand, spammed the chat with insults during the entire game. And after the game I get punished??? And the she doesn't??? Now, how do I know she didn't get punished. Because the next game I played, the same player was on the enemy team and was again spamming insults in chat the entire game, obviously not having a restricted chat. Please, explain to me how this system is fair??? The automatic punishment system is flawed, and Riot is refusing to address the issue, as usual. I'm not saying I should not have been punished, but 25 games for those 3 words? And the actual toxic player doesn't get anything??? Fix your $H!T Rito.
