And riot doesnt even repay us when we get perma banned...
Why should they? For one, it's a Non-refundable transaction, meaning you're not going to get any of the money back in the first place, and second, why should they repay someone who broke the rules so much, went so far out of their way to do so, and got themselves a permaban?
And im not even talking about all the perma banned accounts where the ban was lifted, and you guys told me no ban gets lifted.
You're missing some info here. No permanent bans get lifted if they weren't applied in error.

First of all, again, you gave them that money, willingly, in a transaction that explicitly tells you that when you give Riot that money, there's no way that you can get it back. If you don't like the results of that, maybe don't participate in Non-refundable transactions in the future.
Second, you absolutely have the right to have fun, but your fun can't involve ruining other players' fun. From the Summoner's Code:

Making games is our business, so it should come as no surprise that we want you to have a lot of fun. We want you to get excited, to have tension-filled moments, and to celebrate your success. This doesn't mean that we're okay with you ruining anybody else's day.
Remember, taking a jab at your friend in the middle of the game is a lot different than making a glib remark at a complete stranger. Someone who is unfamiliar with what you consider playful may take your comment as an attack and react unfavorably. If two players on a team start fighting, good communication and teamwork become nearly impossible. Once communication breaks down, the likelihood of victory is drastically diminished. It isn't uncommon for simple, good natured teasing to spiral out of control into a loss, so do yourself a favor and don't run the risk of sabotaging your own success.
If your fun involves harassing and leveling reports as threats against other players, Riot is going to show you the door.

No, it wouldn't. See the statements above about the illogical nature of refunding to rulebreakers, and the nature of the transaction being non-refundable.
You should consider unbanning all the banned accounts for next season or something. Or at least giving us our money back.
How about neither? You have to go out of your way to be a jerk to get a permanent ban, and if you're not willing to learn after the 10-game chat restriction, 25-game chat restriction, and 14-day ban, Riot doesn't want you playing their game. They can't be bothered to keep giving you more chances. When you get a permanent ban, your account is gone. Dead. Kaput.
And, again: Rulebreakers don't deserve refunds, and they don't deserve exceptions from the innate nature of non-refundable transactions.
