First of all most people here have never seen a case where someone was banned just for saying "quit feeding". Most people who say they were punished for that are usually withholding information (often intentionally) in an attempt to get their punishment overturned and to also discredit the IFS at the same time. Feel free to provide a link to a case where someone was punished just for saying "stop feeding" alone.
Now with that out of the way some things can only be communicated effectively through chat. Emojis and smart pings are and can be helpful at times (smart pings more than emojis in my experience) but are not the be all-end all of communication. Just because some people can't control themselves not to abuse and misuse a tool (in this case chat) doesn't mean it should be removed: on the contrary the people abusing and misusing it should be removed if they refuse to behave themselves despite being given multiple chances to do so.
Besides, Riot already experimented with psedo-perma mutes in the form of infinitely scaling chat restrictions before the IFS was introduced and found that the majority of people under that penalty either used their limited messages to harass others and/or just switched to things like trolling, inting and griefing, things that are harder to detect and prove malicious intent for compared to simple chat related offenses. This shows that it's not the tool that's the problem: it's people using the tool to abuse and harass others. Riot doesn't want people to just switch from one toxic method to the other-they want people to not be toxic period.
Bottom line: if you don't want to be held accountable for your poor behavior then don't do or say anything that you know will just tick other people off. Is it really that hard to interact with others in a mature and respectful manner (and no that doesn't mean acting like all sunshines & rainbows or whatever 24/7)?
