Heimerdinger Jungle in my Ranked Game

I just got a Heimerdinger jungle in my ranked game. When this guy gets autofilled, he picks Heimerdinger jungle, sets up a pink ward at gromp, puts his turrets on the other side of the wall, then afks in a bush. He never disconnects because he aggros gromp repeatedly. Why is this allowed? Riot needs to make it so if a Heimerdinger isn't moving he should still get the afk warning and disconnect warning.
