Offense level 1: calling someone a stupid noob and telling them they should uninstall the game

Offense level 2: calling someone someone a stupid noob, telling them to uninstall, spam pings all game and asks players to report their teammate.
- Hypothetical punishment level: 25 game chat ban
Offense level 3: calling them a racial slur once
- Hypothetical punishment level: 3 day temp ban
Offense level 4: continuously calling them a racial slur, pinging them, telling them to kill themselves, and also everything above.
- Hypothetical punishment level: 14 day temp ban
Offense level 5: repeatedly going at level 4 and not reforming their behavior
- Hypothetical punishment level: permaban
Hypothetical first reported instance: continuously calling them a racial slur, pinging them, telling them to kill themselves, saying they're a noob, telling them to uninstall.
What punishment should be dished out for this first time offender? 10 day chat ban? 25 game chat ban, 3 day temp ban, 14 day temp ban, or permaban?
Answer is that the punishment fits the crime. If you were so offensive and so toxic that you got to that level 4 your first time, you should be punished accordingly. You do not get a free pass on punishments on bad offenses because this is your first time.
