Riot issue
When is riot actually going to do something about feeders and troll players in games that ruin everyone trying to have fun or advance their rank and not just ban people that flame these players for ruining the entire game?

Nobody knows.
They do. Typically in around 2 wekks - 1 month timeframe.
Though you'll never hear about it cos of privacy policy they adhere to.
