Questions about Honor. Any Riot Employees Available to Clarify?

I'm currently listed as "Dishonorable". Because I received 2 chat restrictions months ago when season began.

The rest of the season I've just muted all and played my best. Several times I've received most honorable player on the team. And nearly every game someone honors me. Total strangers, or friends, or both.

Yet I've remained Dishonorable for months.

May I ask why, and receive an actual honest answer rather than something generic which doesn't make common sense because I'm constantly receiving honor.

Does honor level's restart at the beginning of preseason?

I deserve to be receiving rewards at this point because I mute everyone, always play to win and try my best and communicate with team mates with useful pings. I've been receiving honor for months and I remain dishonorable.
