I on average report two players minimum per game for griefing and toxic flame, does riot handle it?
I think it's actually possible that i've submitted 2,000 reports this season thus far :/

it sounds like you just like to give out false reports and hope people get banned
That's a lot of reporting, if they are all legitimate claims then riot will take some sort of action. Someone has a bad game and dies a lot or someone flames for the first time they might be given the benefit of the doubt so you won't see them be punished. Also maybe riot just blocked your reports cause you are spamming them, jk I don't think they would do that
If they weren't actually being toxic or griefing, no.
Reports alone done mean anything.
If they review it and didn't find any toxicity or disruptive behavior, that report will just be thrown out.
If you have to report 2 people every game for griefing, you might need to redefine what is griefing.
