Are there people putting bots in normal games?

I had just played a game with someone who had acted like a bot would in Co-op vs AI and it had really confused me. They had walked towards the minions and wavecleared with non-stop AA's and the occasional spell as a support had no keystone and just all around bot-like but im not sure because it could have just been some new player that i had somehow got matched with.
