Reporting / Matchmaking Suggestion

This has probably been suggested before, but here's my idea:

If you report someone, make it so matchmaking won't put you on the same team as that person. (Maybe for 24 hours, or next 10 games?)

There would probably have to be a restriction for like Diamond+, since there are so many fewer players at that level, and some people in challenger might just report people to avoid having to play vs them so they can climb better.

I just had a lovely experience where we had someone flame all game so we reported him. I queued up and got grouped with him again, so he specifically trolled because we reported him the previous game. I know you could just wait for a few minutes before queueing, but why should that person affect when I queue when they are the one trolling... However, it did give me a chance to report him twice, lol... and I just got a notification saying "Someone was punished, blah blah blah." But... still would rather not have been grouped with him, especially in my last game of my series to get into plat haha. Just my luck.
