Troll case study
Recently I went onto the ranked mode with high hopes and great certainty that there will be no negativity against my fellows on the Europe: West Server from anyone in the game. It started off with me declaring Master Yi and the Sivir proceeding to ban it when there was 5 seconds left to ban (I declared straight away). They apologised, telling me that they did not see and were not willing to play against Master Yi, so I gave them the benefit of the doubt. The Botlane duo, Sivir and Malphite, were an incredibly innovative pair who went with Grasp of the Undying and Thornmail on Sivir and Unsealed Spellbook and Statik Shiv on Malphite.
The game started to the sound of "an ally has been slain". Unfortunate. They put up a valiant effort in the laning phase as demonstrated in the links below:

<removed by moderation> <removed by moderation> There is, of course, a serious point to posting this. The moral of the story is Riot does not punish trolls even when it could not be more clear. I will be submitting a ticket to Riot about this game alongside this forum post. I am doubtful, but still hope, that if anyone who works for Riot reads this post then they can answer the following questions for me:How is this incident not a clear breach of the Summoner's code?
Why are there many people out there who behave in such a manner but go unpunished?
Why would I be more likely to be punished than these two marvellous individuals for being 'toxic' or 'abusive' if I simply tell them that they are jointly ruining the match and ask them to build properly?
EDIT: at the time of this edit (4:44am GMT) the Malphite, who will not be named because Big Brother and Riot’s personal KGB/Gestapo are watching, has played five games on the ranked mode. All on the same date as the game I met them. Before encountering me, he went 0/9 playing Singed with only statik shiva and bezerker greaves. His next few games were as follows (and yes, he did duo with the Sivir who had equally as innovative builds):

I have no doubt they were reported in every single one of the these games. Umm??? Instant Feedback System? Are you drunk?
