Problem with players

I decided to take a break from ranked and classic to start playing more aram games. But there was a really big problem. I recently did a game which had 4 "bots", or players not playing , but using a program to earn ip. My team had one "bot" while the other team had 3. The game was no longer fun and became boring. If you have more than one bot on your team you have to wait till the game ends to ff (requires at least 4 persons). I had the idea of Riot adding a Captcha or something to declare that you aren't a computer before you enter a game. In the end the players that use this technique just end up selling the account that they create for real money. I fell like it isn't fair to the players who get "bots", it takes out all the fun of this game. It's just my idea though.
