Reforming of the Current Report, Ban, and Honor System
Hey guys, how has the new system been treating you lately? I used to play lots for fun, but then went on break for school. My brother told me about the new ban system and how players can "team up" against another player, banning them almost instantaneously without the case being reviewed. I've heard of some players who got banned unfairly with extended amounts of time. Now I understand that some players do deserve it, but I think that the current system needs some work before automated bans can take place fairly.
As most of you know, Riot's policy does require that players respect other players. This means not using curse words, or intentionally insulting another player. Riot does have the right to enforce their policy in the game, but the new report system does not take into account the following:

Some players use sarcastic insults for fun (not intentionally harmful to others).

Some players believe that strong language is a normal enjoyable aspect of the game (think xbox live, PSN, etc).

Some players who report other players use strong language themselves.

Players often blame and report team members for the team's resulted lose of a match.

Team members who use a Skype group will tell each other to report one enemy player, just to get them banned.
Essentially, the new report system is not helping the community because it does not acknowledge the culture that has been long-held with many games, including league of legends. It also tends to punish good players while bad ones get away with it. With bans happening more easily and unfairly, you will likely see many good players stop playing and find something else to play. It would be much better to give these players a few warnings and guidelines of how to not get banned. But this is not the only solution that is needed.
The new system does not have to be abandoned all together, it has to be adjusted with a better "rule book." These rules can be based on a ratio between honors and reports of the same kind (such as verbal abuse vs teamwork). Below are some ideas that can be considered as part of the automated system for bans.

A ratio of honors to reports. (ex: 50 honors for teamwork vs 1 report of abusive language). The more honors the player has, the more reports it takes for the first warning to take affect.

Number of consecutive reports for different matches; both the people who report and the ones reported. There should be a limit to the number of reports per day. Also, the weight of the reports is different per match. (3 reports in 3 different games carries more weight than 3 in one game).

A filter preference available that separates "no strong language" from "allow strong language." This option does not allow verbally assaulting (or targeting) other players. Think of it as casual use that allows for some non-serious insults.

The ability to reduce ban time by taking a "quiz" about rules, only once a month.

Earning honors credits allows "no ban" points after gaining so many credits, with a maximum of 2 or 3. This is different from the honor ratio because it protects good players from the case that they have not earned enough honors. These points can be gained by specific things such as 1) not being reported for abusive language for 3-6 months, 2) playing frequently, and 3) giving other players more honor than reports.
Even if none of these solutions are satisfactory for Riot games to add in their system, it still remains that 1) Good honest players are still being punished instead of rewarded, and 2) Bad players are getting away with abusing the report system. Perhaps Riot Games cannot put the effort into monitoring the game, or even rely on players for trustworthy judgement without overseeing those players. Therefore, we should try to find ways to build upon the new system as a community, and if Riot doesn't make a move, perhaps they will suffer consequences for lack of showing their support.
