I am so sick of this, what do you guys think?

So this is how it goes. It's spring break, I'm out of school for the week, and I've been playing quite a lot of league. Today, however, I lost me some of my desire to play, as I was reminded me of the "ugly'' side of League. Let me tell you what happened; I was playing a match and I lost, horribly.. with a two to twenty team-score or something. I was upset to say the least. Anyways, I head in to the next match-making queue, and there is this one guy on my team. We all know him, he starts chatting, tells an unfunny joke and proceeds to lock in as Soraka jungle.. He's a troll, obviously, so he isn't going to disconnect. That leaves me with two options, either proceed to play the game and lose the fifteen Lp, or disconnect and lose the three Lp. No one wins in that scenario.. If this was a one time thing, I wouldn't be complaining, but it's not. I'm sure you've all met this type too. I feel like I have these encounters just about every single day. And I'm fed up with there being no way to punish them. That's why I personally think it would be a great addition to the game if an in champ-select report system was included. Sure, you'd still lose the three Lp if you met one of these guys, but at least you would have the satisfaction of knowing that they might get punished. On top of that it would probably scare most people from actually doing this, as they would scared of the consequences that would now face them.

But that's just my opinion. I'd love to hear you guys' opinions too. Is it a good idea? or would it worsen the game in some way?

Unfortunately it's very difficult for software -- no matter how intelligent it is -- to determine the intent of a human player. Going Soraka jungle is not against the rules, just as playing any champion in any role is not against the rules; as long as everyone playing is playing with the intention to win, everything else is immaterial. The problem is no one can predetermine if another player is going to troll and intentionally feed or whatnot just based off of their champion picks. Sure, Soraka jungle doesn't sound like a great choice, and it may be extremely difficult to efficiently manage, but unless that player specifically starts typing in chat and speaking their intention to purposefully feed/troll/etc, there's nothing else to gauge their intentions on. For all you know, they may be an extremely skilled soraka player that knows how to best utilize soraka in the jungle.

Personally I think Riot should remove the LP loss penalty when dodging a queue, but up the re-queue wait timer a bit from the beginning. And obviously increase the wait timer if you do it more than once. Perhaps at a certain threshold they can enable LP penalties; say, if you dodge more than 3 queues in X amount of time or if you haven't played an X number of games after the initial dodges.

^ To confirm, I play fizz support when I get locked into support because I know how my champ works and the last game I had to support, I went 6/1/10 as Fizz support. The games where people roll with it and don't complain we stomp lane. The babies that whine and scream, we lose cause they are too tilted to play proper. So because I play fizz support and someone wants to whine and complain I should be punished?? You get to choose your champion, I get to choose mine. Long as I'm playing to win. Most of the whiners that kick and scream are the ones that end up feeding and losing the lane for us and somehow it's my fault. Uh, no it's not. Focus on the game maybe.

But for some reason going smite support is against the rules. Eventually. Lol. I think what you could do is do a 3 votes to disband the champ select during the count down, though that too could be abused to dodge unfair matchups. It's really not easy to come up with something, because a 4 to 1 would just make the duo troll possible. Maybe they could disband the game, and then review the champion select chat? Still too much work.
