Riot's report system
Why does riot only ban streamers and not actual trolls/griefers in high elo games :) I know the game is dying but that doesnt mean you shouldnt ban toxic trolls.

I recommend a support ticket for contacting Riot. Its usually just players here. They very rarely come in here and answer questions.
