Does chat restriction still exists?

my account hasnt gotten a single chat restriction but 3 suspensions in a row. riot games support isnt working properly, i cant get in contact with an actual human because of some bug, its like they just suspend you only now. i almost had honor 1 and no chat restriction

Chat restrictions are still a thing, but judging from what you describe, this is what I imagine is happening:

Your first 14-day suspension was due to egregious chat misbehavior (hate speech, encouragement of self harm, etc.)
Each 14-day suspension after that was due to minor misbehavior after your account de-escalated to the 25-game Chat Restriction tier (making your next punishment for lighter offenses a 14-day ban).

That's the only way I can really imagine you getting three 14-day bans in a row without incurring a single Chat Restriction.
