I've had about 5 games in bronze where I'll have a team-mate afk the entire game, go farm cs and then back to go afk. I'm only in bronze? Theres no where to derank too. How do they do this every game and get away with it? They will farm up to 300 CS but will REFUSE to fight anyone.
You are either afk or not. If someone has 300 cs in a game, they weren't goddamn afk no matter how you try to spin it. They might be BAD, but they weren't afk.
In low elo , players don't know when to stop .
you can still derank to Iron

if you had 10cs a minute which is good for lcs you would get 300 after 30 minutes. they didnt afk and suddenly get 300 farm, they earned it
you can always go down to iron.
theres 3 reasons to this
the person is stupid. saw some guide going "farm is the most important thing" and now thinks 300 cs wins the game
the person is a troll who knows how to not get punished
the person just wants to get an S- S or S+. because you can go 0 0 0 in a game where your team had 100 kills, but if you end with 500 cs while everyone else has 200-300, you'll get an S- at least. cause rito.
