These players flame by spamming pings, since you can't get reported for pinging too much (the game cuts you off anyway). This is the failsafe way to unleash your anger without triggering Riot's censors. The flamed player can either:

A: ignore it and just continue (fat chance) B: retaliate using their words, which oftentimes leads to punishment (and then results them to adding to the clog you see here in these very boards) C: retaliate by griefing the player. Riot will open fire the minute you call someone bad, but if you int, they won't lift a finger against you. Therefore, these players will grief the game to punish the flamer themselves, ruining the game for the other nine players.

The automated system has turned the community into a train wreck, with trains that are carrying nitroglycerin and gasoline. Boom.
