semi-leaver troll at solo queue bronze/silver

I play around 2-3 games a day depending on work time. I see a semi-leaver almost every day. Semi-leaver trolls are player who would lock in a champion and stand near turret and only afk. To avoid been kicked out of the game, they would move every 30 sec - 1 min to ensure they are not been kicked. I had 2 players doing this in the game last night, wasted 20 min of time (they refuse to surrender at 15 min). Shouldn't there be a function that team can vote to kick a player that trolls and remake the game?

I agree completely.

The amount of trolls in low elo is the reason why most people complain they can't get it, especially in NA. I wouldn't be surpised if Riot has a system of servers dedicated for bots who readily leave queues/AFK games/etc. because I don't get how people have the time to do this daily.

If you're doing something IRL don't lock into queue with people who are want a few hours to enjoy a game.

They need to make a more aggressive system for "Semi-leavers," "leavers," or trolls in general because obviously people aren't taking the 15-30 minute delays seriously.

A function where players could kick someone out could easily be abused. If someone is feeding kick them even if they are trying they could get kicked. In an ideal world yes I believe a kick system might be good ,but I'm fairly positive it can be abuse easily.

And in my opinion any game ALMOST is winnable or your able to catch back up due at least in low elo. I've won games where its 4v5 with tryndamere.
