In your last ten games, I see the following scores:
2/10/1 5/10/2 1/8/5
Do you feel you should be punished for playing poorly in these three games?
This is an intentionally loaded question, because it gets to the heart of what you're suggesting. Everyone has bad games, and it's unreasonable to assume that people are refusing to take criticism or are otherwise malicious in their poor play.
I understand where your logic came from, but I can only agree with the last part since it kinda falls under intentionaly assistng enemy team category.
As for playing bad and refusing to improve, it'll be hard to justify that and will be difficult to prove. Think of it this way: in the eyes of faker-tier players, a diamond player is just as bad as a bronze since they're both much worse than they are. Going by your logic, does that mean everyone below diamond ought to be punished just because they haven't climbed to challenger after years of trying and what little improvement they developed is as good as nonexistent in the eyes of a god?
I'm a terrible player, but I have my moments where I shine. I won't stop playing, and I will slowly improve. But improving takes time- From months to years. You cannot give a man a sword and tell him to master it in one day. A man must get experience in fighting, develop a style, perfect the style, and learn through trial and error what works and what doesn't. This does not happen in one day.
No.

It's part of the learning experience. Why would you punish someone for not being good at something? They'll learn and get better, or they won't and stay bad. You can't force someone to get better at something, as frustrating as it might be to watch.
Also, just a thought: if it seems like a lot of people are responding poorly to your criticism, maybe you need to change the way you give criticism or stop doing it altogether. After all, you can't control their reactions, but if those reactions are consistently negative you might be better served changing the one thing you can control--yourself.
