Punishment for actions vs words

If you intentionally feed, you will not get banned regardless of reports because there is no way to easily identify. If you flame or banter, you will get banned because of hard evidence via in game text. This is the blatant issue because if someone is flaming or talking too much in chat, I just mute them. I cannot mute someone's actions. I cannot "mute" someone from inting or AFKing or not playing like a team mate. No, I have to deal with their ignorance and lose the game. But if someone is talking shit I can still play the game normal while they are playing the game normal. The punishment is more severe for words than actions which is completely wrong.

"Inting" .. is referring to someone's INTentions, as in intentionally feeding.

It is very difficult to identify someone's intentions if they are simply putting forth minimal efforts.

Not adhering to the same strategy as your teammates is also difficult to punish someone for because there are no appointed team leaders.

AFK is a lot easier.

Riot is able to set hard rules on words or phrases used in game, and the chat system can easily identify who breaks those rules.

So because one thing is hard to detect they should choose not to punish what they can detect? That's like not punishing thieves because there's unsolved murders

That is exactly the reason why I got banned. Tell a guy who is hard inting in chat that he is an idiot and you get banned. It is absolutely non sense the punishment system. Instead of finding a solution of avoid trolls playing the game, they ban people who just react to it with a way heavier punishment than it should be. Enjoy the most toxic game ever, where who destroys games is awarded while who reacts to it gets punished.
