Player intentionally loosing games in korea server

I'm just curious to why this hasn't come to riot's attention. Now i'm not here exactly complain, but if you see a player who can constantly loose 28 games in the past 30 games (as of the recording of this video by TheLolHounds) I personally would think that it would take only a little common sense to do a bit of research on the player, maybe look at any reports the player has. Now i'm not an expert on how riot deals with things in the sense of banning players, I just think it'd be better for the community to not have someone intentionally loosing games. Also correct me if i'm wrong but I would consider this abuse of the ranked system to benefit the player's win percentage on teemo. Please do not read this in more of an angry tone, but more in a questioning.
