It's 100% real. A few months ago, there was a case where someone got a second 14 day ban, and they were confused since they thought it was their absolute last chance.
It takes a fuckton of games to get back down from that tier, and, hell, it might only be NA that's able to do that, but it's very much possible. It's been officially confirmed and it's been physically seen.
