only the shared account is banned? there is a youtuber named "KingStix" that is always buying his accounts. and from what i understand he always buys more then one account at a time. but he never gets all of them banned when one is banned. is the shared account the only one that is banned? and not all of the accounts he owns? i dont really get it,

I think only the one account is banned because Riot wont ban any other account associated with that IP address due to the possibility of siblings etc having an account as well.

the shared account the only one that is banned

This is the answer you are looking for.

Riot doesn't follow people's actions and transactions from other platforms, they can only see actions on their own platform.

So depending on how the account was leveled up, it can be banned from a ban wave (if the accounts were botted), or it will individually banned after the account gets sold (individuals leveling up an account and selling it after).

The tyler1 dilemma

From leagues side it is impossible to monitor all youtube activity.

https://www.youtube.com/results?search_query=league+of+legends&sp=CAISBAgCEAE%253D

These are all uploads made only today about league. So tracking users is something they are committed to not doing. They cannot IP-ban either as was proven by tyler1. When they tried that an entire college lost access to league and more then 100 players got screwed over. So they cannot IP-ban him nor can they really keep tracking every YouTuber that does dumb stuff. They can only ban accounts they detect.
